Workforce Planning Recruitment Program Specialist

Loudoun County, the fastest growing county in the greater Washington D.C. metropolitan area, is seeking a dynamic, collaborative, and creative professional as the organization’s Recruitment Program Specialist. Loudoun County is dedicated to building a diverse workforce and committed to a recruitment and selection process that supports this goal.

This position is responsible for the development and implementation of key workforce planning recruitment programs designed to attract and source talent which include: the development of a regional job fair participation program; a marketing program utilizing branding through social media; a campus to career program with local colleges and universities; a county wide summer internship program to include high school and college students; and a diversity and inclusion outreach program.

This position will also identify trends in the external marketplace for attracting the best talent through ongoing research and networking efforts. Other projects may include recruitment and selection analysis pertaining to EEO, classification and compensation research, benchmarking and analysis, and development of surveys. On an as needed, this position will also assist the Workforce Planning Specialists with recruitment and selection, classification, job posting and the screening of applications.

The successful candidate must possess:

Strong knowledge: Thorough knowledge of the theories, principles and practices of Human Resources Management and recruitment & selection best practices; employment law and practices related to recruitment & selection; position analysis and classification; HRIS; MS Office software.

Skills: Supervision; presentation; collaboration; project management; communication; organization; problem solving; data analysis.

Ability to: Collect, analyze, interpret and prepare data, and the ability to utilize this data to establish short and long-range plans related to program needs; identify possible solutions for solving business challenges; analyze methods and procedures accurately and logically, and report findings; communicate effectively orally and in writing; make presentations and facilitate discussions; establish effective relationships with diverse populations including, but not limited to, employees, officials and the public; manage complex projects with countywide impact.

Any combination of education and experience equivalent to a Bachelor’s degree in Human Resource Management or related field and at least 4 years professional level Human Resources experience in the area of recruitment and selection.  Demonstrated experience in the area of developing HR programs and utilizing creative techniques to source candidates.

Preferred Certifications: PHR/SPHR OR SHRM-CP/SCP preferred.

This position may work beyond the normal workweek and is subject to night and weekend work to include meetings. Some travel may be required.
