The Oregon Department of Land Conservation and Development (DLCD) is recruiting for one permanent, full-time Operations & Policy Analyst 4 (Legislative Coordinator/Urban Policy Analyst). This position is a member of the State’s Management Team and is not represented by a union.

The purpose of this position is to assist the Director, Deputy Director, Division managers, and LCDC in overseeing and coordinating broad land use program areas.  This position leads the development of policy in assigned areas of expertise, works with the Oregon Legislature, evaluates progress on performance measures, and coordinates the land-use planning program with the programs of other agencies.  The current assigned areas of expertise include urban development, housing and employment land planning, transportation planning, and growth management.

About DLCD:

DLCD has approximately 60 employees and administers Oregon’s premiere statewide land use planning program, which aims to protect and enhance Oregon’s quality of life. This position is part of the director’s office, which provides direction to the staff of the department and serves as the communication/decision-making/policy-making link with the legislature, the Land Conservation and Development Commission (LCDC), and the Governor’s Office. It serves as the primary listening post for local jurisdictions, interest groups, and public and is responsible for department-wide work program development and communication. It makes decisions that affect other state agencies, the planning functions of city, county and other special district governments, professional land use interests and the citizens of Oregon
