The City of Mill Creek is located approximately 20 miles north of Seattle, in southern Snohomish County. It lies within Snohomish County’s southwestern Urban Growth Area, a large urban complex of communities including Everett, Mukilteo, Edmonds, Woodway, Mountlake Terrace, Brier, Lynnwood and portions of Bothell. The cities of Everett; Lynnwood and Bothell are its immediate neighbors. Mill Creek, initially developed as a planned community with a golf course at its center, is the youngest of those cities surrounding it, incorporating in September 1983.

The City Manager is an atwill position appointed by and accountable to the City Council to manage the day-to-day affairs of the City. The City Manager administers the policy directives of the City Council and directs the development and implementation of City goals, objectives, policies and priorities. The City Manager is a high-visibility builder of support and key alliances with the citizens, business, community associations and neighboring communities.
