I-Team Project Manager: Peoria, IL


The City of Peoria (Illinois) was one of 14 cities selected to participate in Bloomberg Philanthropies’ Innovation Teams (i-teams) program. The City of Peoria i-team launched in June 2015 and is part of the City Manager’s Office. The i-team functions as an in-house innovation consultancy, moving from one community priority to the next.

Over the past year, the i-team partnered with department staff and community constituents to develop fresh, cost-effective strategies aimed at simultaneously resolving combined sewer overflows and improving quality of life for Peoria residents. The next priority the i-team will address is currently under consideration.  We expect that the i-team will continue to assist the city and partner organizations to positively impact the city’s urban core – catalyzing economic development and community reinvestment in novel ways.

Reporting directly to the Chief Innovation Officer, the Project Manager is responsible for initiating programs and supporting in-flight initiatives across varied priority areas. Regular activities include conducting research, facilitating idea generation, creating implementation plans, establishing on-going metrics, and measuring / managing performance against targets.  This creative role requires flexibility and an appetite for learning to address a broad range of issues and opportunities as well as strong collaboration capabilities in order to develop effective working relationships and liaise with agency heads and other stakeholders in order to deliver on innovation targets.

  • Track record of delivering results in a high-pressure environment with multiple work streams
  • Ability to create comprehensive plans that identify all tasks, resources and deliverables required to achieve the desired results
  • Knowledge of digital tools or applications that enhance workflow and environment
  • Experience in data analysis including both detailed data manipulation and interpretation of broader implications
  • Proven problem solving skills with an ability to anticipate problems and develop solutions on deadline
  • Ability to design process maps and analyze the performance of service processes
  • Understanding of the mechanics of city government
  • Direct experience working with senior and mid-level leaders in government and/or the private sector
  • Ability to manage projects that involve multiple stakeholders, constituencies, and/or agencies
  • Ability to thoughtfully communicate with and respectfully engage diverse stakeholders around a shared vision for achieving results
Minimum Qualifications
Bachelor’s degree from an accredited four-year college or university. Preference for candidates with graduate degrees.Two to five years of progressively responsible related experience; or, any combination of education, training and experience which provides the required knowledge, skills, and abilities to perform the essential functions of the job considered.

Experience in the following are preferred, though not required:

  • Conducting of impact oriented research in the social sciences with implementation focus and quantitative aspects, including research, analytics, and document development
  • Experience with social media management tools and resources
  • Familiarity with ArcGIS Online and ArcMaps
  • Experience with Google Drive tools
  • Facilitation of idea generation sessions and developing actionable items from them
  • Experience in conducting process improvement analyses and recommending changes that save time and money
  • Preparation of visual presentations by designing art and copy or digital layouts to effectively engage all necessary stakeholders to support success and obtain results
  • Desktop publishing tools experience
  • Attentiveness to details, deadline-oriented, acute vision, and the ability to handle criticism in a constructive way
  • Intermediate knowledge of Adobe Creative Suite (Indesign, Illustrator, Photoshop)
